OPERATIONAL PLANNING and POLICY
The department is managed under the responsibility of the Director of Operational Planning and Policy. It has two Sections Operational Planning, and Operational Policy
Operational Planning
The system for the storage and collation of operational information and intelligence is dealt with by the Operational Planning section.
The section co-ordinates first response plans for "Risk premises within the County. In addition to these plans for permanent special risks within the county, temporary operational plans to cover large ongoing construction projects are produced as required. This work also involves ensuring that operational plans are available for major annual events in the county, such as the South of England Show and Goodwood's Festival of Speed . For Larger Risks Full Tactical plans are produced
The provision of information to fire crews at an incident is supported by means of a computer fitted to all pumping appliances. A master database of all relevant premises in the county is compiled mainly from site visits of identified risks supplemented by risk files held by the Operational Planning section.
At major incidents involving the attendance of a number of emergency services it is vital that all those involved have an understanding of each others' roles and work in a co-co-ordinated way. The section helps to achieve this by planning our major incident training and uses the Sussex Major Incident Linking Document as the framework for service responsibilities. The department attends regular meetings with the other emergency services and agencies who are involved in emergency planning across Sussex.
In addition we assist in the organisation and running of Tactical Command Training Exercises. These "table top" syndicate exercises train personnel to deal with a Major incident involving all Emergency Services.
The section also inspects Planning and Temporary road closure applications to ensure that access requirements for fire engines and the provision of water supplies for firefighting are adequately met. Managed by the Brigade's Water Officer, who co-ordinates all water related issues, the section has worked with developers at the early stage of schemes to ensure that the financing of fire hydrants is included in the overall costs of new developments.
Operational Policy
The Operational Policy Department sets our Organisations Policy, with regard to our attendance at the many varied types of incident we may have to deal with. In addition it is responsible for compiling and disceminating details of our Standard Operating Procedures that are applied across the organisation to ensure a safe system of operating is applied
Operational Support Team:
The Operational Support Team ensures that the brigade's daily operational needs are met, including the co-coordinated movement of equipment and appliances, the provision of breathing apparatus cylinders, replenishment of operational equipment used at incidents and the collection and delivery of mail.
